Free spaces in the centre are practically impossible to find. Anyone staying at a hotel inside the ZTL needs a City-Pass purchased in advance.

The ZTL Zone in Palermo

The old-town ZTL is monitored by camera at its entry points (Varchi). The boundary runs roughly along Via Cavour, Piazza Giulio Cesare (main station), Via Lincoln and Foro Italico; inside lie the historic districts of Kalsa, Castellammare, Albergheria and Capo.

Times (as of 2026): Day ZTL Monday–Friday 08:00–20:00, Saturday 08:00–13:00. On Sundays and public holidays the ZTL is generally suspended. In the nightlife districts there is additionally a night ZTL on Friday and Saturday nights from 23:00 to 06:00.

Fine: from approx. €81 per violation, with around 30% off if paid within five days — which in practice almost never works with rental cars, since the notice only arrives via the rental company. Each entry through a different Varco can be counted as a separate offence.

City-Pass / permit: Anyone who needs to enter with authorisation (e.g. hotel guests within the zone) buys the pass in advance — online via ztl.comune.palermo.it, at AMAT offices or through the ACI automobile club. Hotels within the ZTL often register the entry themselves if you give them your licence plate in good time.

Control Cameras (Varchi) — Where the ZTL Is Monitored

Entry into the ZTL is automatically recorded by camera at numerous access points (Varchi) — more than 30 cameras are planned. Active ones include the main access points Corso Vittorio Emanuele (near Porta Felice), Via Roma (at Piazza Giulio Cesare/main station), Via Porto Salvo, Piazza Verdi (behind the Teatro Massimo) and Via Gagini (from Piazza Colonna). Other monitored access points include Via Maqueda, Via Cavour, Via Alloro, Porta Nuova and Via Papireto. In practice, this means: every entry past a “Zona Traffico Limitato” sign is filmed — and each Varco counts as a separate violation. If in doubt, leave the car outside.

Free Parking in Palermo

In the historic centre, a free parking space is almost out of the question. It’s more realistic to park a bit further out (e.g. in residential areas beyond the main roads, or at park-and-ride points on the outskirts) and take the AMAT bus or tram into the centre. Watch for the colour markings: white lines are usually free (rare), blue lines are paid (ticket machine), yellow lines are reserved for residents/special vehicles. Never leave valuables visible in the car.
